Election + voting basics at Synod Assembly
Who can vote (voting membership + quorum)
- The Synod Assembly is made up of rostered ministers under call in the synod, lay voting members elected by congregations (with additional lay reps for larger congregations per formula), and synod officers.
- At least 60% of voting members must be laypersons.
- Quorum is one-third of the members of the Synod Assembly.
How voting happens (including elections)
- Elections typically require a majority of votes cast to elect.
- Voting may be conducted by mobile application: Members may vote only while present in the meeting room; app voting counts as a ballot vote.
- Voting on motions may be done by voting cards or mobile application, alongside other parliamentary methods.
Candidate requirements for being on the ballot
- Candidates must complete the standard Nomination form by the deadline announced by the chair; if they miss it, they’re excluded from the ballot.
- A biography abstracted from the nomination form may be distributed (including electronically), but no other candidate documents are permitted to be distributed.
Background checks for synod officers
- The synod constitution requires background checks/screening for persons nominated as synod officers, with timing/procedures determined by Synod Council; the Executive Committee is tasked with providing for these checks prior to Assembly when possible (or ASAP after, especially if nominated from the floor).
The Nominating Committee (what it is + what it does)
- Size/representation: 6 members, reflecting balance of gender, rostered/lay, multicultural presence, and geographic balance.
- Chair: appointed by the Synod Council for a two-year term, not eligible for reelection; people holding an office elected by the Synod Assembly may not serve on the Nominating Committee.
- Core task: seeks to nominate at least two persons for each vacancy to be filled by election at Synod Assembly (with specific exceptions noted in synod governing documents/materials).
- Floor nominations: additional nominations may be made from the floor for elections where the committee provides nominations.
